One of the many functionalities of the web version of WhatsApp is to create groups. Just as you can manage the ones you already have and of which you are an administrator, you can add the members you want to a new chat.

From the Chats window, press the Menu button, which you can recognize because there are three points located in the upper right part of the screen.
